Lookout Bay Condominium.
John Reis created the condominium in 1998 on land that he purchased from the Provincetown Golf Range, which used to occupy the site. Construction began in 2000 on the 20-unit complex, which forms a broad V-shape. To obtain a building permit, Reis had to agree to hold 25 percent of the units — five, in other words — off the market, and make them available as “affordable” units. A lottery was conducted in 2000 that permitted the winners to purchase a two-bedroom, one-bathroom duplex unit for $93,000.
